Non-Revenue Water (NRW) remains a major challenge for South African municipalities, leading to water losses and financial inefficiencies. The Water Research Commission (WRC) has developed a suite of tools and, most recently, South Africa’s first comprehensive NRW portal. However, uptake remains low due to limited awareness, access, and capacity. This project aims to promote the adoption of WRC’s NRW tools and strengthen municipal capacity through a national virtual training and certification programme. The programme will feature interactive, self-paced modules on a digital learning platform, supported by technical assistance and community forums. The project fosters a culture of continuous learning and collaboration to support long-term water resource management.

South Africa’s agricultural sector faces growing pressure to manage water resources sustainably in the face of climate variability, competing demands, and environmental degradation. Despite the wealth of water management knowledge generated by the Water Research Commission (WRC), there remains a gap in translating this research into practical competencies within agricultural education and training. This two-year project proposes a collaborative, phased approach to integrate WRC research outputs—such as guidelines, manuals, and case studies—into the curricula of public agricultural colleges across South Africa.

All over the world, governments base policy decisions on data from surveys such as a national census. These decisions rely on the integrity of the survey data. Unfortunately, respondents often do not understand and respond to questions as the researchers intended. This leads to inappropriate answers, which affect data integrity. If data integrity is poor, one could ask: How valid are the decisions based on the data?
We’ve recently completed a study for the Water Research Commission (WRC) to test the water and sanitation questions in South Africa’s National Census and the General Household Survey.

In 2021, the Water Research Commission (WRC) commissioned BHI32 to investigate how the expected impact of RDI projects could be optimised or supported.
The project will develop a set of metrics to assess the value of the WRC’s RDI outputs as defined by the relevant stakeholders.

Projects recently completed
A communication strategy for water re-use in South Africa
The South African National Strategy for Water Re-use (2011) calls for a communication strategy to educate the public on different facets of water use and specifically water re-use. In 2018, the Water Research Commission contracted BHI32 to undertake this task.
We consulted extensively with stakeholders and also undertook a study to find out what the South African public knows about water re-use. Click here to download the baseline report.
The Communication Strategy for Water Re-use was presented at a stakeholder workshop in July 2020.
Improving the uptake and impact of research-based knowledge in the digital age
Local and international studies show that uptake of research-based knowledge in agriculture tends to be disappointing.
The Water Research Commission (WRC) contracted BHI32 to explore the journey from research to uptake for water measuring in irrigated agriculture. The report discusses the findings and makes recommendations on how to improve uptake.
- A national roadshow at selected sites to cover all nine Water Management Areas.
- Brief guides for irrigation water measuring and metering. The guides refer to the WRC’s reports and guidelines on the topic (Click here to see one of the brief guides).
- A new website (watermeter.org.za) with a blog, videos, useful links, news and latest updates and downloadable reports, articles, and presentations.
